My sister recently bought a 10 plex rental, the neighboring 10 plex was fixing his parklot and
found a pipe about 6 ft down that seems to come from my sister's building. I believe it is from the drain of her flat roof. Now he blocked the pipe and reburied it again, The pipe is about 50 to 60 into his property. It seems that when it rains alot there is now a little water flow in the boiler room which is the lowest point of the building. Does my sister have any legal rights with regard to the pipe that was put there when the building was built around 1955? What can she do? Someone told her there are grandfather clause laws that govern this? Should she invole her insurance company? Any help is very much appreciated, She took a chance and does not have alot of money at the moment. thank you
