Person defaulted on 2nd mortgage, declared bankruptcy, house burned down!

Complicated question.  My father, in his 80's sold his house privately (with lawyer) and after an inspection was carried out - to a local acquaintance.  Man declared at the last minute he couldn't come up with the entire amount (my father had already purchased a small house in Ontario near a family member) - mother was very frail.  Father gave man $60,000 second mortgage. 

Man made a few payments, defaulted, declared bankruptcy, left town leaving the septic tank un-cared for - problems ensued with drainage and collapse of a wall.  This is waterfront property in a very exclusive town outside Montreal.  A few years went by, father tried to get the house back.  House burned down and insurance company wouldn't pay out because it was suspected arson.

Man lives in Argentina -   my father died leaving everything to me...  Anything I can do to reclaim the land?  There's a first mortgage with bank and a lien to a service provider for the re-built wall.
