Can a buyer who was a licensee hold back money at closing for work done without seller's consent or knowledge?

I was successful at selling privately, but the buyer signed a licensee
agreement to be able to do some renovations before closing date, which was
a big mistake. Now he said he discovered asbestos in the home and he is
saying that he has legal rights to hold back the amount he paid for the
work at closing. My question is, does he have the legal right to do such
thing and do I have the legal right to not accept it? My plan is if he
does not close to ask him to vacate the apartment on the first, since our
licensee agreement would be done on the 31st.
