Estate with no assets

My mother passed away in Feb. of 2011. She had been in a nursing home for 10 years and had no assets. She had a pension income that wasn't enough to cover her nursing home costs and medical costs. She did have an RRIF when she passed,however those funds after taxes were used to pay for the funeral, legal and tax espenses. When completed, there were no funds left. There was no probate as there was nothing to probate. My mother had received a small pension from Germany and now in March of 2012, I have received a letter from the German taxation department asking for taxes to be paid for the years 2005 and 2006. When I informed them that there are no funds in my mother's estate they said I have to pay the taxes. I don't believe I should have to pay as this has nothing to do with me and they should have made contact much sooner. What are my obligations for this? The amount they are asking for is 285 euros for each year. The local German cousul said I should not pay it as they will then just come back and try to get 2007 - 2010 taxes from me.
