Refuse payment for work done

I am a person who has been told that the leadership in my workplace is going to be replacing my position (over false accusations made about me) and my services are not needed anymore. I have my last pay cheque owed and the payment of my first term of university that was promised. The employer is asking me to sign a resignation letter before they will pay my dues owing. I told them I wasn't resigning that I was being let go and would not sign a resignation letter because it would mean that it was my choice to step down and it wasn't.

 Already Tried:
Wrote an email and met with agency representative personally who had my pay cheque and tuition in hand with a written statement that I was resigning. I refused to sign and she would not give me the cheques.

Is thi a form of extortion?
