Can an executors will be contesed if they die prior to completing the requests from the will that they were suppose to be executing

My sister is disabled and prior to her husbands death he had a girlfriend. He left the girlfriend as executor of his will. One of his wishes was that my sisters funeral be prepaid in full. After 2.5 years that has not been completed and the girlfriend has now dies. Can anything be done to get my sisters funeral paid for? Like maybe contesting the girlfriends will before it goes into probate so her grown children do not get the money that should have paid my sisters funeral costs.
